Resolutions final tally required 51% of the votes, meaning you 

needed at least 103 votes to move on to

the State pre-convention committee for consideration.

This also means that while many resolutions were in the

top 38 threshold.  They did not achieve 51% of the votes needed.

Not everyone used up all their available votes allotted.

 

At the state preconvention level.  These resolutions must pass in

5 Senate Districts and Congressional Districts to move on.
